  • On January 24, the Russian President signed a decree amending the Fundamentals of State Cultural Policy. The tasks of the state policy now include “protecting society from external ideological and value expansion”, as well as creating conditions for the upbringing of Russian children in accordance with traditional Russian spiritual and moral values and protecting the institution of marriage as a union of one man and one woman.
  • In the press center of the Official Gazette (Parlamentskaya Gazeta), the question of introducing sex education lessons in Russian schools was discussed.
  • Bill PFZ No. 232772-8 was scheduled for its first reading on January 24. It was approved by the relevant State Duma Committee on Family Affairs, but it drew criticism from a number of deputies and senators, as well as vigorous public protest. The bill was intended to introduce mandatory training for close relatives of children without parental care who wish to take them into foster care. Peter Tolstoy reported on the postponement of consideration of the bill.
  • “Russian Deputy Prime Minister Tatyana Golikova instructed the Ministry of Digital, VGTRK and Channel One to prepare data on the number of programs, films and serials aimed at preserving family values, and to work out the possibility of increasing the number of such programs in the broadcasting grid, as follows from the minutes of a meeting of the Government Council for Social Welfare,” RIA Novosti agency reported.
  • A working group was created in the State Duma with the goal of developing proposals to improve legislation and monitoring law enforcement practices in the area of strengthening traditional spiritual and moral values. The inter-faction group is headed by Vice-Speaker of the State Duma Anna Kuznetsova.
  • Proposals to complicate the rules for the transition to family education were voiced in two media outlets at once: in the Official Gazette and ForPost. Proposals to introduce mandatory counseling for parents transferring children to the family form, or mandatory approvals contradict the legislation of the Russian Federation, yet, as can be seen, find support among a number of deputies.
  • Patriarch Kirill of the Russian Orthodox Church called on the deputies of the State Duma to seriously reconsider abortion legislation and population policy.
