Senator Marsha Blackburn (R-TN) has introduced a new federal bill, aimed at banning all surgical and chemical transgender procedures on minors nationwide. The bill is strongly backed by the National Organization for Marriage and the International Organization for the Family. Both organizations are part of a larger coalition called Children of the World, which seeks a global ban on the gender mutilation of children. The coalition will formally launch on December 10th, Human Rights Day.
The measure is named after Chloe Cole, a young woman who detransitioned and now advocates against gender mutilation surgeries for children. The bill would prohibit puberty blockers, cross-sex hormones, and surgeries like mastectomy or genital procedures for those under 18.
The proposed bill doesn’t just ban medical procedures—it also gives children who’ve undergone them the ability to sue medical providers, clinics, or hospitals. Under the legislation, minors (or their families) could seek damages for irreversible harms caused by these treatments, including emotional, psychological, and financial damages.
Senators Eric Schmitt (MO), Tim Sheehy (MT), and Rick Scott (FL) have all thrown their support behind the bill in the Senate. On the House side, Representative Bob Onder (R-MO) introduced a companion version of the legislation. This bill is not just a policy measure, but a moral necessity to stop one of the most dangerous and barbaric medical procedures in history.
