Shirley’s on-site investigation at the Quality Learning Center in Minneapolis revealed a dimly lit lobby, an empty parking lot, and a sign botched as “Quality Learing Center”—all while the facility reportedly received millions in public funds with no kids in sight.
When he approached staff, a woman freaked out, screaming “Don’t open up! It’s ICE!” repeatedly, mistaking him for immigration enforcement. This center alone allegedly scored $4 million, highlighting how easy it was for fraudsters to game the system under Walz’s watch, even with licensing violations that should’ve raised red flags.
