Senators Tom Cotton (R-AR) and Rick Scott (R-FL) are calling for an immediate federal investigation into surrogacy centers operated by foreign nationals, particularly Chinese elites exploiting U.S. laws to birth children on American soil. In a letter to Attorney General Pam Bondi, the senators highlighted alarming reports of at least 107 Chinese-owned companies with “surrogacy” in their name in California alone, raising grave concerns about immigration fraud, human trafficking, and foreign influence.

The senators pointed to schemes where wealthy Chinese pay U.S. surrogates over $50,000 to produce children with automatic citizenship, who are then flown to China and raised under Communist Party influence. A single Chinese billionaire has fathered over 100 such children, aiming to secure U.S. passports for heirs. “These children will eventually be eligible to vote in American elections, access sensitive positions, or otherwise advance Beijing’s interests, all while owing their allegiance to the CCP,” Cotton and Scott warned.

They described this as a “deliberate, long-term strategy by an adversary to ideologically and systematically undermine the United States.” The probe focuses on cases like CCP official Guojun Xuan and Silvia Zhang, who allegedly used California’s surrogacy industry to have at least 26 children.

Xuan, tied to China’s All-China Federation of Industry and Commerce, operated Mark Surrogacy from their home. The couple faces child abuse investigations after a hospitalized infant revealed the scheme. This exploitation of U.S. citizenship laws poses a direct threat to national sovereignty, commodifying children and eroding family values through unethical surrogacy.
