Russia: Draft law on penalties for LGBT propaganda and promotion of pedophilia passes first reading in state Duma

In the first reading, the Russian Duma adopted the bill on penalties for promoting non-traditional sexual relations and pedophilia.

The Law on Administrative Offenses extends the responsibility in cases when LGBT propaganda is promoted not only to minors, but to adults as well. If the act is committed in the media or on the Internet, the fine will be up to 400,000 rubles for citizens and up to five million for legal entities.

Foreigners can be fined up to 400,000 rubles, arrested for up to 15 days or deported.

In addition, an article is introduced for “Dissemination of information among minors that shows non-traditional sexual relations and (or) preferences, or which may cause in minors a desire to change their sex.” This includes a penalty in the form of a pecuniary fine of up to 200,000 rubles for citizens and up to four million rubles for legal entities.

Adopted in the first reading, amendments to the law on advertising, media and information prohibit the dissemination of content that promotes non-traditional sexual relations and preferences. Amendments also propose the establishment of a mechanism to limit children’s access to information that is prohibited.

As Vyacheslav Volodin, the President of the Duma, said at the session, during the second reading, amendments could be submitted that would increase the fines.
