A new report by the Athena Forum has exposed how powerful trans-activist networks have quietly infiltrated the highest levels of the European Union, driving a radical gender ideology through its institutions with little transparency or accountability. The report, titled “Beneath the Surface,” details how unelected activists and NGOs are shaping EU policy, language, and law in ways that undermine biological reality and the democratic will of the people.
According to the authors, Faika El-Nagashi and Anna Zobnina, what began as fringe activism has now become institutionalized policy. Funded by EU grants and supported by major global NGOs, gender identity ideology is being written directly into EU legislation, equality strategies, and even data collection frameworks. The report describes this as an orchestrated effort to capture European governance—transforming human rights institutions into ideological weapons that serve a narrow activist agenda.
One of the most disturbing findings is the suppression of free speech under the guise of “inclusivity.” Academics, journalists, and citizens who question gender dogma risk being smeared as bigots or even prosecuted for so-called “hate speech.” EU bodies such as the European Institute for Gender Equality and the Fundamental Rights Agency have become enforcers of this orthodoxy, ensuring that dissenting voices are silenced and that gender identity ideology remains unchallenged.
The report also reveals how the EU is exporting this radical ideology abroad, funding projects in developing nations that promote gender self-identification and erase biological distinctions. One example cited is an EU-backed program in India that facilitated hundreds of legal sex changes through self-declaration.
The Athena Forum calls for a full investigation into how EU funds are being used to advance ideological projects under the banner of “human rights.” The report urges European leaders to restore sanity, transparency, and respect for truth—to defend women’s rights, protect children, and preserve the natural order of male and female against an increasingly aggressive ideological regime.
