{"id":59935,"date":"2021-03-15T11:15:33","date_gmt":"2021-03-15T15:15:33","guid":{"rendered":"https:\/\/ifamnews.com\/?p=59935"},"modified":"2021-03-15T11:15:34","modified_gmt":"2021-03-15T15:15:34","slug":"iof-s-statement-to-the-2021-commission-on-the-status-of-women","status":"publish","type":"post","link":"https:\/\/ifamnews.com\/en\/iof-s-statement-to-the-2021-commission-on-the-status-of-women","title":{"rendered":"IOF\u2019s statement to the 2021 Commission on the Status of Women"},"content":{"rendered":"\n<p class=\"has-text-align-center\"><strong>Anchored in the Universal Declaration of Human Rights: Pointing the Way for CSW65<\/strong><\/p>\n\n\n\n<p>In the Secretary-General\u2019s report<a name=\"n1\"><\/a><sup><a href=\"https:\/\/ifamnews.com\/en\/iof-s-statement-to-the-2021-commission-on-the-status-of-women#fn1\">1<\/a><\/sup> offering recommendations to the 65<sup>th<\/sup> session of the Commission on the Status of Women, the first document listed in which he \u201canchors the theme\u201d is the Universal Declaration of Human Rights. Its creation involved one of history\u2019s most inspiring examples of what this year\u2019s theme calls \u201cwomen\u2019s full and effective participation and decision-making in public life\u201d: the pivotal role of Eleanor Roosevelt and her genius in leading the creation of what has been called \u201cthe gold standard\u201d for \u201cthe moral imagination\u201d of the world.<a name=\"n2\"><\/a><sup><a href=\"https:\/\/ifamnews.com\/en\/iof-s-statement-to-the-2021-commission-on-the-status-of-women#fn2\">2<\/a><\/sup><\/p>\n\n\n\n<p><strong>The Person of Mrs. Roosevelt<\/strong><\/p>\n\n\n\n<p>When the recently widowed Mrs. Roosevelt was asked by President Truman to serve on the US delegation to the opening session in London of the newly organized United Nations, she replied, \u201cOh, no! It would be impossible! How could I be a delegate to help organize the United Nations when I have no background or experience in international meetings?\u201d<a name=\"n3\"><\/a><sup><a href=\"https:\/\/ifamnews.com\/en\/iof-s-statement-to-the-2021-commission-on-the-status-of-women#fn3\">3<\/a><\/sup><\/p>\n\n\n\n<p>The President persisted, Eleanor relented, and so effective was her service that the United Nations soon invited her to go to Geneva to help organize the Human Rights Commission, which unanimously elected her as chairperson. Its daunting task was to establish \u201csomething never before undertaken by the nations of the world: a declaration of standards by which essential and pre-existing rights of individuals could be agreed upon as universal.\u201d<a name=\"n4\"><\/a><sup><a href=\"https:\/\/ifamnews.com\/en\/iof-s-statement-to-the-2021-commission-on-the-status-of-women#fn4\">4<\/a><\/sup><\/p>\n\n\n\n<p>Throughout the next two years of seemingly endless meetings, negotiations, and amendments, Eleanor guided the creation of the Declaration and then offered a vision of the future at its adoption in December 1948. \u201cWe stand today at the threshold of a great event, both in the life of the United Nations and in the life of mankind\u2026. This declaration may well become the international Magna Carta of all men everywhere.\u201d<a name=\"n5\"><\/a><sup><a href=\"https:\/\/ifamnews.com\/en\/iof-s-statement-to-the-2021-commission-on-the-status-of-women#fn5\">5<\/a><\/sup><\/p>\n\n\n\n<p>Her words have proven prophetic. As \u201cthe first document of an ethical sort that organized humanity has ever adopted,\u201d<a name=\"n6\"><\/a><sup><a href=\"https:\/\/ifamnews.com\/en\/iof-s-statement-to-the-2021-commission-on-the-status-of-women#fn6\">6<\/a><\/sup> the Declaration has become \u201ca moral guiding star\u201d<a name=\"n7\"><\/a><sup><a href=\"https:\/\/ifamnews.com\/en\/iof-s-statement-to-the-2021-commission-on-the-status-of-women#fn7\">7<\/a><\/sup> and \u201cset the standard for international discussion and action on human rights.\u201d<a name=\"n8\"><\/a><sup><a href=\"https:\/\/ifamnews.com\/en\/iof-s-statement-to-the-2021-commission-on-the-status-of-women#fn8\">8<\/a><\/sup> In fact, \u201cthe most impressive advances in human rights,\u201d notes Professor Mary Ann Glendon, \u201cowe more to the moral beacon of the Declaration than to the many covenants and treaties that are now in force.\u201d<a name=\"n9\"><\/a><sup><a href=\"https:\/\/ifamnews.com\/en\/iof-s-statement-to-the-2021-commission-on-the-status-of-women#fn9\">9<\/a><\/sup><\/p>\n\n\n\n<p>That the Declaration became a reality at all owes much to Eleanor\u2019s \u201cboundless energy and infectious enthusiasm.\u201d<a name=\"n10\"><\/a><sup><a href=\"https:\/\/ifamnews.com\/en\/iof-s-statement-to-the-2021-commission-on-the-status-of-women#fn10\">10<\/a><\/sup> Years later when Charles Malik, one of the chief drafters, reflected on the process that produced it, he observed, \u201cThe United States, besides championing the traditional American values, especially in respect of the supreme worth of the individual, contributed, in the person of Mrs. Roosevelt, dignity, authority and prestige.\u201d<a name=\"n11\"><\/a><sup><a href=\"https:\/\/ifamnews.com\/en\/iof-s-statement-to-the-2021-commission-on-the-status-of-women#fn11\">11<\/a><\/sup><\/p>\n\n\n\n<p><strong>Feminine Genius and the Family<\/strong><\/p>\n\n\n\n<p>Eleanor\u2019s story has been called that \u201cof a determined woman who willed herself to become a voice for the voiceless, a fighter for freedom, and a tribune for the nobility of America\u2019s true values.\u201d<a name=\"n12\"><\/a><sup><a href=\"https:\/\/ifamnews.com\/en\/iof-s-statement-to-the-2021-commission-on-the-status-of-women#fn12\">12<\/a><\/sup> Her remarkable leadership role in producing the Declaration illustrates the \u201cfeminine genius\u201d to which Pope John Paul II referred in 1995 on the eve of the Fourth World Conference on Women in Beijing.<a name=\"n13\"><\/a><sup><a href=\"https:\/\/ifamnews.com\/en\/iof-s-statement-to-the-2021-commission-on-the-status-of-women#fn13\">13<\/a><\/sup> Two decades later when Archbishop Bernardito Auza addressed the UN Commission on the Status of Women in New York, he offered an invitation whose relevance increases with time: \u201cJohn Paul II referred to this special brilliance\u00a0of women in caring for the intrinsic\u00a0dignity of everyone and for nurturing others\u2019 gifts as the \u2018feminine genius.\u2019 Today we are here to ponder that feminine genius, to celebrate it, to thank God for it, and to thank and praise women for it.&#8221;<a name=\"n14\"><\/a><sup><a href=\"https:\/\/ifamnews.com\/en\/iof-s-statement-to-the-2021-commission-on-the-status-of-women#fn14\">14<\/a><\/sup><\/p>\n\n\n\n<p>Pondering that feminine genius today, the example of Eleanor Roosevelt demonstrates not only the power that can be unleashed by women\u2019s full and effective participation and decision-making in public life, but also the synergy that can arise from such participation. Eleanor was, according to Professor Glendon, one of \u201cfour in particular [who] played crucial roles\u201d in drafting the Declaration.<a name=\"n15\"><\/a><sup><a href=\"https:\/\/ifamnews.com\/en\/iof-s-statement-to-the-2021-commission-on-the-status-of-women#fn15\">15<\/a><\/sup> And \u201cthough they differed on many points, [they] were as one in their belief in the priority of culture\u201d and \u201cthe \u2018small places\u2019 where people first learn about their rights and how to exercise them responsibly.\u201d As Eleanor expressed, \u201cWhere, after all, do universal human rights begin? In small places, close to home\u2014so close and so small that they cannot be seen on any maps of the world.\u201d<a name=\"n16\"><\/a><sup><a href=\"https:\/\/ifamnews.com\/en\/iof-s-statement-to-the-2021-commission-on-the-status-of-women#fn16\">16<\/a><\/sup><\/p>\n\n\n\n<p>Ren\u00e9 Cassin of France similarly understood that \u201cthe human being was above all a social being,\u201d and while \u201cfreedom of individual conscience was inviolable,\u201d yet \u201cindividual rights were embodied in groups, without which they could not exist.\u201d<a name=\"n17\"><\/a><sup><a href=\"https:\/\/ifamnews.com\/en\/iof-s-statement-to-the-2021-commission-on-the-status-of-women#fn17\">17<\/a> <\/sup>The Confucian tradition of China\u2019s Peng-chun Chang recognized \u201cthe individual as a vitally integrated element within a larger familial, social, political, and cosmic whole\u201d in which \u201cgoodness is something that can be manifested only in relation to other persons, in a community of fellow human beings.\u201d<a name=\"n18\"><\/a><sup><a href=\"https:\/\/ifamnews.com\/en\/iof-s-statement-to-the-2021-commission-on-the-status-of-women#fn18\">18<\/a> <\/sup>And Lebanese delegate Charles Malik knew that of all the social groups, only \u201cthe family deriving from marriage is the natural and fundamental group unit of society\u201d and \u201cis endowed by the Creator with inalienable rights,\u201d making it \u201cthe cradle of all human rights and liberties.\u201d<a name=\"n19\"><\/a><sup><a href=\"https:\/\/ifamnews.com\/en\/iof-s-statement-to-the-2021-commission-on-the-status-of-women#fn19\">19<\/a><\/sup><\/p>\n\n\n\n<p>From such combined genius came article 16(3), which stands out for its acknowledgment of \u201cthe only right in the Declaration that specifically devolves to a group rather than an individual,\u201d<a name=\"n20\"><\/a><a href=\"https:\/\/ifamnews.com\/en\/iof-s-statement-to-the-2021-commission-on-the-status-of-women#fn20\"><sup>20<\/sup> <\/a>a group recognized as the foundation of civilization itself: \u201cThe family is the natural and fundamental group unit of society and is entitled to protection by society and the State.\u201d Elaborating on the \u201cnatural family,\u201d Pope Francis referred to the \u201ccomplementarity between man and woman\u201d which \u201clies at the foundation of marriage and the family\u201d and creates the optimum environment \u201cfor the child\u2019s growth and emotional development,\u201d resulting in \u201ca unique, natural, fundamental and beautiful good for people, families, communities and societies.\u201d<a name=\"n21\"><\/a><sup><a href=\"https:\/\/ifamnews.com\/en\/iof-s-statement-to-the-2021-commission-on-the-status-of-women#fn21\">21<\/a><\/sup><\/p>\n\n\n\n<p>In the words of Michael Novak, \u201cthe roles of a father and a mother, and of children with respect to them, is the absolutely critical center of social force.\u201d<a name=\"n22\"><\/a><sup><a href=\"https:\/\/ifamnews.com\/en\/iof-s-statement-to-the-2021-commission-on-the-status-of-women#fn22\">22<\/a> <\/sup>Even so, one parental role stands out as indispensable. \u201cMothers play a critical role in the family,\u201d stated Secretary-General Ban Ki-Moon. \u201cThe mother-child relationship is vital for the healthy development of children\u2026.
