Trump expands Mexico City Policy: halts $30B in foreign abortion funding

President Donald Trump has expanded the Mexico City Policy to eliminate all U.S. taxpayer funding for foreign abortion programs. Announced by Vice President J.D. Vance at the 2026 March for Life rally, this bold move triples the policy’s scope from $10 billion in his first term to a staggering $30 billion, closing every loophole and ensuring no American dollars bankroll the slaughter of the vulnerable.

The revamped Promoting Human Flourishing in Foreign Assistance (PHFFA) Policy prohibits any direct or indirect support for abortion providers overseas. It goes further, banning the promotion of radical gender ideology and divisive DEI initiatives that undermine biological truth and family values. No more funding for sex-rejecting surgeries, gender dysphoria counseling, or events pushing transgender agendas like drag shows.

DEI practices prioritizing group identity over merit are out, redirecting aid to foster strong families and true human dignity. Vance declared: “It is not our job to promote radical gender ideology; it’s our job to promote families and human flourishing.” He stressed every nation’s duty to protect life, slamming the Biden era’s export of abortion and far-left extremism as an assault on global innocence.

Applicable to all non-military foreign aid—including $14 billion in humanitarian assistance and $13 billion in UN contributions—the rules require organizations to purge abortion, DEI, and gender ideology from programs, even those using non-U.S. funds. This has already stripped $100 million from International Planned Parenthood, crippling pro-abortion networks that prey on the defenseless.

Effective in 30 days, this Reagan-rooted policy, backed by federal law and Supreme Court precedents, restores America’s moral leadership. By shielding the unborn from taxpayer-funded destruction and rejecting ideologies that erode God’s design for humanity, Trump affirms life’s inviolability from conception onward.
