Mamdani administration plans $8.9 Million for gender-transition treatments for minors

New York City Mayor Zohran Mamdani’s administration plans to spend $8.9 million on contracts providing gender-transition treatments to minors, including puberty blockers and cross-sex hormones.

A city procurement notice says the Department of Health and Mental Hygiene intends to contract with organizations that provide or facilitate so-called “gender-affirming care” for patients under 18.

The services specifically include the prescription and administration of puberty blockers and hormone replacement therapy when providers determine they are medically necessary. The treatments must comply with New York laws governing parental consent.

The contracts are part of a broader $15 million transgender healthcare initiative announced by the Mamdani administration earlier this year.

Two organizations are expected to receive three-year contracts: Callen-Lorde Community Health Center and the Nonprofit Organization for Philanthropic Initiatives.

Callen-Lorde operates a program for LGBT adolescents and young adults ages 13 to 24 and has publicly committed to continuing gender-transition services despite federal efforts to restrict such treatments for minors.

The second organization sponsors programs aimed at maintaining access to transgender medical services, including for patients under 18.

The funding comes as the Trump administration has moved aggressively to restrict medical gender transitions for children. New York City officials, by contrast, have continued pushing to expand access, with the City Council also considering measures supporting state funding for gender-transition treatment.

Two major New York hospital systems, NYU Langone and Mount Sinai, have recently ended or restricted transgender procedures for minors amid federal pressure.

Despite those developments, Mamdani’s administration is moving in the opposite direction—using millions in city funds to ensure that minors can continue receiving puberty blockers and cross-sex hormones in New York City.
